摘要:
本文回顾与评价了我国改革开放以来农业供给侧结构的三次重大调整与改革，即二十世纪七十年代末期农业供给不足的改革；八十年代中期农业供给结构单一的调整；九十年代中后期农业供给过剩的农业战略性结构调整。同时，本文阐述了农业供给侧的基本特点，指出我国农业供给侧问题的实质是农业供给侧制度变迁滞后，当前我国农业供给侧的结构调整重点应推进三个方面的改革：推进农业调控体制改革，优化农业供给侧治理结构；推进农业经营制度改革，提高农业供给侧经营水平；推进农业要素制度改革，提高农业供给侧配置效率。
Abstract:
This paper reviewed and evaluated the three important supply-side structural reforms of China??s agri-culture since the reform and opening-up, namely, the reform in the late 1970s when agriculture faced a short supply, the adjustment in agriculture in the mid 1980s under the circumstance of single supply-side structure, and the strategic structural reform in the late 1990s when agriculture faced an excessive supply. Moreover, this paper elaborated on the basic features of the supply side of agriculture, pointing out that its problems lie in the lag of evolution of supply-side systems. From the perspective of deepening the reform, this paper also put forward some suggestions for the current supply-side structural reform of China’s agri-culture.
