本文运用1995-2013年中国各省（直辖市）的数据，对财政转移支付与城乡收入差距之间的领先-滞后关系进行分析。研究结果表明，城乡收入差距引起中央财政转移支付的单向Granger因果关系是稳定的，反之则不成立，即数据不支持中央财政转移支付缩小城乡收入差距。通过财政转移支付政策传导机制的研究发现，中央财政转移支付对农业经济增长的直接促进作用不明显。虽然中央财政转移支付正向影响地方财政支农投入，财政支农投入也会促进农业经济增长，但是农业经济增长反过来又会抑制财政支农投入，导致中央财政转移支付对农业经济增长的间接促进作用也是效果不显著，因此更有效的中央财政转移支付必须重视对农业经济增长的直接促进作用，建立稳定的财政支农的投入机制，使农业经济发展与农民收入增长良性循环，从而形成农民收入增长的长效机制。
Abstract:
Using Chinese provincial panel data from 1985 to 2009,this paper analyzed the lead-lag relation-ship between central financial transfer payment and urban-rural income gap in China. Empirical results showed that there is a stable uni-directional Granger-causality between central financial transfer pay-ment and urban-rural income gap, but not vice versa. Data did not support central financial transfer payment’s effect on the urban-rural income gap. Research on the transmission mechanism of fiscal transfer payment policy found that central financial transfer payment did not significantly promote the agricultural economic growth. Although the central financial transfer payments can positively affect the fiscal expenditure for agriculture, andthe fiscal expenditure will also promote the growth of agricultural economy, the growth of agricultural economy, in turn, will restrain the fiscal expenditure, leading to the ineffective indirect promotion of the central financial transfer payment of the agricultural economic growth. Therefore, the more effective central financial transfer payment must pay more attention to the direct promotion of agricultural economic growth. A stable financial support for agriculture investment policy should be established to make the agricultural economic development and the income growth of farmers into a virtuous cycle.
