摘要:
治理有效是乡村振兴的基础，而实现治理有效的基础在于进一步推进村民自治有效。自治有效与单元有效高度相关，在有效的自治单元下容易形成有效的自治。实现自治有效需要考虑有效的单元。单元具有地理、社会二重属性。在地理属性上，单元是指一定地域范围内的空间，有一定的规模；在社会属性上，单元是指作为治理主体的人在特定的地域空间里形成稳定社会关系网络的联结形态。规模、联结是单元有效性的两个变量，共同影响自治单元的有效性，并影响自治的有效性。单元规模越适度，单元联结越紧密，单元有效性越高，在这样的单元下，越容易产生有效性较高的自治。在实践上探索有效的自治单元，要考虑规模、联结两个因素，但有效的自治单元并不是单一的，要注意结合农村实际，创新探索多样、多层的自治单元，实现自治有效。
Abstract:
Effective governance is the foundation of rural revitalization, and the foundation of effective governance lies in the further promotion of effective villager autonomy. The efficiency of autonomy is highly related to the efficiency of the unit. To achieve effective autonomy, we need to consider effective units. The unit has dual attributes of geography and society. In terms of geographical attribute,unit refers to the space within a certain geographical scope with a certain scale. In terms of social attribute,unit refers to the connection form of stable social relation network formed by people as the governance subject in a specific regional space. Size and joining are two variables of unit validity,which affect the validity of autonomous unit and the validity of autonomy. The more appropriate the unit size is, the closer the unit connection is,and the higher the unit validity is, and in such a unit,the more likely it is to produce autonomy with higher validity. In order to explore effective autonomous units in practice,two factors should be considered:scale and connection. However,effective autonomous units are not single. We should pay attention to combining with the reality of rural areas, innovate and explore diverse and multi-level autonomous units to achieve effective autonomy.
