摘要:
田园综合体具有产业、区域与人员的兼容与集聚的功能，"综合"是其最本质的特点，是实现"农业强、农村美、农民富"乡村振兴战略目标的有效机制。基于农业产业升级与供给侧结构改革的内在期许以及与非农产业统筹发展的迫切需要，田园综合体对不同人员、资金、土地与产业等资源的整合与"综合"功能及其早期效应不断凸显。田园综合体"综合"特点、结构及其早期效应已基本形成，但同时在特色显示、性质定位、发展深度与机制设计等方面存在一系列问题，制约与影响着"综合"的集聚功能。田园综合体"综合"功能的系统构建与提升，既需要以农业为背景奠定基础，以地域为标识强化特色，进行"综合"功能的特色打造与重塑；也需要通过以培育与建设综合体主体人力资源，以经营服务培育客户资源为主线贯穿并锻造其"综合"功能；更需要在资本优化配置、经营资源有机结合等领域，进一步凝聚田园综合体"综合"力量。
Abstract:
Rural Complex has the function of industry, region and personnel compatibility and aggregation, the most essential characteristic of which is comprehensive It is an effective mechanism to link up the strategic goal of rural revitalization of agriculture, rural beauty and farmers’wealth, and it is also an important hand to implement the rural revitalization strategy. Based on the inherent expectation of agricultural industrial upgrading and supply-side structural reform and the urgent need of overall development with non-agricultural industries, the integration and comprehensive function of Rural Complex to different people, capital, land and Industry, and its initial effect are becoming more and more prominent. Based on the analysis of the first batch of rural complex pilot projects, the characteristics, structure and early effects of rural complex have been basically formed But there are also a series of problems, such as characteristic display, nature orientation, development depth and mechanism design, which restrict and affect the function of aggregation. The system construction and promotion of thecomprehensive function of rural complex need not only lay a foundation on the background of agriculture, but also strengthen the characteristics with the mark of Region It is also necessary to cultivate and build human resources as the main body of a complex, and to cultivate customer resources through management and service as the main thread, and to forge its "comprehensive" functions Further condenses the comprehensive strength of the rural complex.
