摘要:
党的十九届五中全会明确提出,实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接的目标任务,已成为"十四五"时期我国农村发展研究的重要议题,也是各级政府在实践层面需要加快探索的一项重大政策议题。做好巩固拓展脱贫攻坚成果同乡村振兴的有效衔接,对于有效巩固脱贫成效,实现欠发达地区可持续发展发挥着重要作用。基于此,本研究从治理的视角探析了欠发达地区巩固拓展脱贫攻坚成果同乡村振兴衔接的逻辑,认为欠发达地区在巩固拓展脱贫攻坚成果同乡村振兴的衔接中,在治理模式上由探索性的运动式治理向制度性的常态化治理转型;在治理主体上由政府主导向政府、市场、社会共同参与的多元主体治理过渡;在治理对象上由贫困治理向乡村社会综合治理全面转型;在治理重心上实现从上到下的转移;在治理方式上需要实现梯度化的推进。在此基础上,提出了欠发达地区推进巩固拓展脱贫攻坚成果同乡村振兴有效衔接的政策优化路径。
Abstract:
The effective connection between poverty alleviation and rural revitalization has been an important topic in poverty governance research in recent years. This has become an important topic in the study of rural development in China during the 14th Five-Year Plan period, and it is also a major policy topic on which governments at all levels need to speed up exploration in practice. Effective coordination between consolidating and expanding the achievements of poverty alleviation and rural revitalization will play an important role in consolidating the achievements of poverty alleviation and realizing the sustainable development of underdeveloped areas. Based on this, this study analyzed the logic of the connection between poverty alleviation and rural revitalization in the underdeveloped area from the perspective of governance, and believed that in the connection between poverty alleviation and rural revitalization the governance mode in the underdeveloped area needs to transform from exploratory movement governance to institutional normalized governance. In terms of governance subject, the transition from government-led governance to multi-subject governance with the participation of the government, the market and the society and in terms of the object of governance, it is necessary to transform from poverty governance to comprehensive governance of rural society. The center of gravity of governance needs to be shifted from top to bottom. In the way of governance, it is necessary to realize the advancement of gradient. On this basis, this study put forward the effective policy optimization path linking poverty alleviation and rural revitalization in the underdeveloped area.
