摘要:
城乡融合发展内在蕴含实现共同富裕的价值目标,县域富民产业为以城乡融合促进共同富裕提供了重要载体。县域富民产业根植于县域,以富民为价值取向,立足要素禀赋结构形成比较优势,基于城乡组织配置生产要素,通过产业跨界融合实现多业态创新发展。县城富民产业发展主要受制度供给和政策创新、城乡要素创新性配置、现代技术创新赋能、市场需求牵引等因素共同作用影响。县域富民产业发展整体层次和水平不高,区域间发展不平衡,在发展体制机制、产业科技创新能力、要素保障能力、带动效益与带动能力等方面存在短板。要将县域富民产业培育融入产业转型升级整体进程和县域经济发展全过程来谋划推进,坚持分类施策,加强制度供给,强化技术赋能,提升平台载体,强化利益联结,因地制宜发展壮大各具特色的县域富民产业。
Abstract:
The holistic approach to rural-urban integration inherently aspires to the value objective of achieving common prosperity. County-level industries aimed at enriching the populace serve as a vital conduit for advancing common prosperity through the fusion of rural and urban domains. Anchored in the counties, these industries prioritize the prosperity of the people, build comparative advantages leveraging the local factor endowment structure, and facilitate the allocation of production factors between urban and rural areas through effective organizational mechanisms. They drive multi-sector innovation and development by integrating industries across traditional boundaries. Key drivers include institutional provision and policy innovation, the innovative allocation of urban and rural resources, empowerment through modern technological innovation, and market demand. In China, the overall standard and sophistication of these county-level industries focused on enriching the people remain to be elevated, with regional disparities in development evident. Challenges persist in terms of development frameworks, industrial technological innovation capabilities, support for production factors, and the strength and scope of their driving impact. It is imperative to integrate the cultivation of these industries into the broader process of China’s industrial transformation and upgrading, as well as the comprehensive arc of county economic development. This necessitates strategic planning and progression, with a focus on strengthening institutional support, harnessing technological empowerment, enhancing platforms and carriers, reinforcing benefit linkages, and fostering distinctive county-level industries for enriching the people that are grounded in local realities.
