摘要:
实现乡村振兴高质量发展,产业兴旺是首要和重点工作,治理有效是基础和保障工作。然而聚焦到农村现实发展,产业兴旺和治理有效却有可能构成一对矛盾,贯穿于乡村的各个领域,相互作用、共同影响,制约着乡村振兴的整体推进效果。以华北地区某薄弱村C村为案例,试图对农村集体经济与乡村治理现代化协调发展的内在机制进行分析。研究发现,通过经济能人担任基层党组织带头人,重塑了乡村治理共同体;通过基层组织带领村集体产权制度改革,打造了乡村利益共同体;在政治引领和制度保障下发展新型集体经济,共建了乡村合作共同体。在乡村治理、利益和合作共同体的协调推进、共同作用下,乡村社会多种碎片化要素有机联结于乡村发展共同体,在"互构互嵌"中集体经济日益得以巩固,乡土社会自治能力和治理效能逐步提升,产业兴旺与乡村治理在有序、有效、有力中实现高水平协调发展。
Abstract:
To comprehensively advance rural revitalization, industrial prosperity and effective governance serve as two crucial starting points. For achieving high-quality rural revitalization, industrial prosperity stands as the primary and pivotal task, while effective governance acts as the foundation and assurance. However, in the context of rural development realities, industrial prosperity and effective governance can form a pair of contradictions that permeate all aspects of rural areas. They interact and jointly influence and constrain the overall effectiveness of rural revitalization efforts. Taking a poor village, C, in North China as an example, this paper delves into the internal mechanisms of coordinated development between the rural collective economy and rural governance modernization. It reveals that the village governance community is reshaped by economic experts leading grassroots Party organizations. Through grassroots organizations spearheading reforms in the village collective property rights system, a village interests community has been established. Under political guidance and institutional safeguards, a new type of collective economy has been cultivated, and a rural cooperative community has been constructed. Under the coordinated progress and mutual interaction of rural governance, interest, and cooperative communities, various fragmented elements in rural society are organically integrated into a rural development community. In the process of "mutual construction and mutual embedding", the collective economy is increasingly solidified, the self-governance capacity and governance efficiency of rural society gradually enhance, and prosperous industries and rural governance achieve high-level coordinated development in an orderly, effective, and robust manner.
