摘要:
高标准农田建设增强了农地的适种性,改变了农户的家庭经营决策。基于2020年和2022年中国乡村振兴综合调查两期数据,利用PSM-DID模型,实证分析了高标准农田建设对农户农地转出行为的影响。研究发现:鉴于高标准农田建设的规模经营倾向,高标准农田建设显著提升了农户的农地转出行为,该结论经一系列稳健性检验后依然成立。机制分析表明,流转租金上涨是高标准农田建成后促进农户农地转出的中介渠道。同时,农业社会化服务在高标准农田建设影响农户农地流转行为过程中发挥正向调节作用,即农业社会化服务的发展加速了农户农地转出行为。异质性分析显示,政策效果在平原地区、经济欠发达县域及小规模经营农户中更为显著。本文为全面评估高标准农田建设成效提供了新的视角,也为相关政策优化提供了实证依据。
Abstract:
The construction of high-standard farmland has enhanced the suitability of farmland for cultivation and changed the family management decisions of farmers. Based on the data from the two phases of the Comprehensive Survey on Rural Revitalization in China in 2020 and 2022, this paper empirically analyzes the impact of high-standard farmland construction on farmers’ behavior of transferring their farmland out by using the PSM-DID model. The research findings show that, given the tendency of large-scale operation in the construction of high-standard farmland, the construction of high-standard farmland has significantly increased the behavior of farmers transferring their farmland out. This conclusion still holds true after a series of robustness tests. Mechanism analysis indicates that the increase in transfer rent serves as an intermediary channel to facilitate the transfer of farmers’ farmland after the construction of high-standard farmland. Meanwhile, agricultural socialized services play a positive regulatory role in the process in which the construction of high-standard farmland affects farmers’ land transfer behavior, that is, the development of agricultural socialized services has accelerated farmers’ land transfer behavior. Heterogeneity analysis shows that the policy effect is more significant in plain areas, economically underdeveloped counties and small-scale farming households. This paper provides a new perspective for a comprehensive assessment of the effectiveness of high-standard farmland construction and also offers empirical evidence for the optimization of relevant policies.
