摘要:
“十四五”是巩固拓展脱贫攻坚成果的过渡期,"十五五"是过渡期结束后转向常态化帮扶的新阶段,统筹建立常态化防止返贫致贫机制就是着眼于中国式现代化建设的全局,把常态化帮扶纳入乡村振兴战略统筹实施,确保不发生规模性返贫。从理论逻辑角度,统筹隐含的是协调治理的理念,协调是统筹的目标。基于协调治理理论,过渡期后常态化防止返贫致贫机制是一个整体系统,关注其整体效益,从不同贫困性质问题的协调、不同反贫困阶段的协调以及政策间的协调理解这一重大政策。在统筹协调的帮扶治理体系下,过渡期后常态化防止返贫致贫机制应更好地对接中国式现代化与共同富裕要求,把托底与拓展、保护与发展、短期稳定与中长期发展统一在同一协调框架之中,在人群与区域分层分类的基础上,优化政策设计,实现精准帮扶。
Abstract:
The 14th Five-Year Plan period serves as a transition phase for consolidating and expanding poverty alleviation achievements, while the 15th Five-Year Plan period marks a new stage shifting to regular assistance after the transition. Coordinating the establishment of a regular mechanism for preventing relapse into and new onset of poverty means integrating regular assistance into the overall implementation of the rural revitalization strategy from the perspective of advancing Chinese path to modernization, so as to ensure no large-scale relapse into poverty. From the theoretical logic perspective, coordination governance is the concept implied by coordination, and coordination is the goal of overall planning. Based on the coordination governance theory, the regular mechanism for preventing relapse into and new onset of poverty after the transition, as an integral system, focuses on its overall benefits. The necessity of this major policy can be understood from the coordination of problems of different poverty natures, the coordination of different poverty alleviation stages, and the coordination between policies. Under the coordinated assistance governance system, the regular mechanism for preventing relapse into and new onset of poverty after the transition should better align with the requirements of Chinese path to modernization and common prosperity, integrate basic support and expansion, protection and development, short-term stability and medium-to-long-term development into the same coordination framework, optimize policy design based on the hierarchical classification of groups and regions, and achieve targeted assistance.
