摘要:
扩大农业农村有效投资是推进乡村全面振兴、加快建设农业强国的重要保障。"十四五"时期,我国农业农村投资取得显著成效,但在新发展阶段仍面临新挑战。面向"十五五",须锚定国家战略导向与农业农村发展实际,聚焦夯实稳产保供基础、强化农业科技自主创新、促进城乡融合发展、筑牢乡村生态安全屏障等目标任务,持续扩大粮食和重要农产品供给保障、现代化农业产业体系、农业新质生产力、农村基础设施和公共服务以及农业农村全面绿色转型等关键领域投资。针对当前农业农村投资存在的供需结构错配、主体培育不足、投资方式不协同、保障体系不健全等问题,应遵循"稳增长、调结构、强动能、提质效"的总体思路,通过加强系统性布局、强化政府引导、激活民间资本、创新投融资工具、夯实要素支撑保障等举措,着力构建精准高效、持续稳定的农业农村投资新格局,为扩大农业农村投入、加快推进农业农村现代化提供坚实支撑。
Abstract:
Expanding effective investment in agriculture and rural areas is a crucial guarantee for advancing the comprehensive rural revitalization and accelerating the building of a strong agricultural nation. During the 14th Five-year Plan period, China’s agricultural and rural investment achieved remarkable results, yet it still faces numerous new challenges in the new development stage. Looking ahead to the 15th Five-year Plan period, it is essential to align with national strategic directions and the practical realities of agricultural and rural development, focusing on key tasks such as consolidating the foundation for stable production and supply, strengthening independent innovation in agricultural technology, promoting integrated urban-rural development, and fortifying the ecological security barrier in rural areas. Efforts should be made to steadily increase investment in critical areas, including ensuring the supply of grain and other major agricultural products, building a modern agricultural industrial system, fostering new quality productive forces in agriculture, improving rural infrastructure and public services, and advancing the comprehensive green transformation of agriculture and rural areas. To address current challenges such as supply-demand mismatches, underdeveloped investment entities, lack of coordination in investment approaches, and an incomplete support system, it is necessary to adhere to the overarching principles of "stabilizing growth, optimizing structure, strengthening drivers, and improving quality and efficiency". By enhancing systematic planning, enhancing government guidance, activating private capital, innovating investment and financing instruments, and strengthening factor support and safeguards, we can strive to build a targeted, efficient, and sustainable new pattern for agricultural and rural investment. This will provide solid support for expanding investment in agricultural and rural areas and accelerating agricultural and rural modernization.
