摘要:
基于贵州省4县(市)1075户参与农地流转农户的一手调研样本数据,利用Probit模型深入考察权力嵌入对农地流转市场转型的影响,并利用中介效应模型进一步探究其内在传导机制。研究结果表明:政府通过行政力量将权力嵌入农地流转市场,可以提高农户签订书面契约的概率,减少熟人之间的非市场流转行为,并增加农地有偿流转的可能性;权力嵌入主要通过降低地权风险、减少违约风险与增加交易机会等渠道推动农地流转市场转型;在农地资源禀赋较低、流转规模较小与流转期限较短的交易情境中,权力嵌入在规范农户交易行为方面的作用效果更明显。因此,为持续提升农地流转市场发展水平,实现有效市场与有为政府的有机统一,不仅要充分发挥政府在农地流转市场中的组织、协调与监督作用,而且要注重干预方式的转型,增强政府在农地流转市场中的制度保障与市场服务功能,并针对不同交易情境采取差异化的介入策略。
Abstract:
Based on first-hand survey sample data from 1075 rural households participating in farmland transfer in 4 counties (cities) of Guizhou Province, the Probit model was used to investigate the impact of power embedding on the transformation of farmland transfer market, and the mediation effect model was used to further explore its inherent transmission mechanism. The research results indicate that: Firstly, the government can embed its power into the farmland transfer market through administrative power, which can increase the probability of rural households signing written contracts, reduce non market transfer behavior among rural households, and increase the possibility of paid transfer of farmland; Secondly, the embedding of power mainly promotes the transformation of farmland transfer market by reducing land rights risks, minimizing default risks, and increasing trading opportunities; Thirdly, the embedding of power in regulating farmers’ transactional behaviour is more pronounced in transaction contexts characterized by lower farmland resource endowments, smaller transfer scales, and shorter transfer durations. Therefore, to continuously advance the development of the farmland transfer market and to realize the organic integration of an effective market with an enabling government, it is essential not only to fully leverage the government’s organizational, coordinative, and supervisory functions in farmland transfer, but also to transform its mode of intervention. In particular, emphasis should be placed on strengthening institutional safeguards and market-oriented service provision, and on adopting differentiated intervention strategies tailored to specific transaction contexts.
