近年来农产品安全事件的频发不断加深了公众对农产品安全的恐慌,对以政府为主导的农产品安全监管体系日益不满。基于对我国目前农产品安全监管现状的认识,文章提出了政府主导型农产品安全监管模式向政府参与型农产品安全治理模式的发展方向转变,并以农业生产者农药施用行为为例,运用实地调研数据剖析了传统农产品安全监管模式的政策供给及其有效性,阐释了政府在农产品安全监管中职能转变的必然,并运用博弈模型分析了政府和农业生产者进行农产品安全监管和控制的行为决策过程,找出了政府转变农产品安全监管职能的有效路径,透视了政府参与型农产品安全治理模式下的政府职能及其行为边界。研究表明,政府降低对农业生产者的监管成本、增加对农业生产者多种形式的农业补贴、实现信息的充分供给、加大对农业生产者不安全生产的惩罚力度、增加农业生产者安全生产所获的额外收益、降低农业生产者安全生产的投入成本等手段是强化政府在农产品安全监管中的职能,提高政府农产品安全监管效率的有效途径。
Abstract:
In recent years, incidents about agricultural product safety frequently deepened the publi?s fear of unsafety agricultural products, and increasingly raised the dissatisfaction with government-led agricultural products safety supervision system. Based on the current status of agricultural products safety supervision, the paper proposed that government-led supervision model of agricultural products safety could develop into government-participate supervision mode at the same time. The paper took farmers’ pesticide application behavior as a case, used field survey data, analyzed policy-supply in traditional supervision and their effectiveness, explained the necessity of the function of government transformation in agricultural products safety supervision and used the game model to analyze the behavior of the government and agricultural producers’ decision-making process in agricultural safety products supervision and control. The paper also identified the effective path of government regulatory functions conversion and functions of participatory government and their behavior borders in agricultural products safety governance. Research showed that government should reduce regulatory costs on agricultural producers, increase various forms of agricultural subsidies to agricultural producers, achieve full supply information for agricultural producers, increase unsafe production penalties, increase additional revenue for agricultural producers with safe production, reduce input costs for agricultural producers’ safety production, which are effective solutions to strengthen government functions in agricultural products safety supervision, and improve the efficiency of government in agricultural safety supervision.
