大多数农户没有流转承包耕地,同时存在转出耕地后又收回的情况。已有研究忽略了耕地转出的稳定性,并多以农户某一期的非农就业状况解释农户的耕地转出,对农户非农收入的长期可靠性缺乏考虑。基于农村固定观察点农户跟踪调查数据,分析并运用多项Logit模型检验代际差异、长期非农收入对农户转出耕地的影响。结果显示:劳动力年轻化促使农户转出耕地,但不能确保转出的稳定性;非农收入长期稳步上升才能促使农户稳定转出耕地。发展耕地流转市场,必要的政策不应仅着眼于增加农村劳动力的非农就业机会,还应通过各种途径增强非农收入的长期可靠性。
Abstract:
This study was motivated by the awareness of the fact that most rural households do not stably transfer out their contract land and some out-transferred lands are withdrawn and also by the literature review findings that in the previous studies, the stability of transfer-out of contract land was ignored, the contract land transfer-out of rural households was interpreted through the non-agricultural employment of rural households in a certain period, and insufficient consideration was given to the long-term stability of non-agricultural income of rural households. This study analyzed and empirically examined the effect of population generation gap and long-term non-agricultural income on the land transfer-out of rural households, using 2004-2011 survey data from the Rural Fixed Observation Point and multiple Logit model. It was found that while the probability of land transfer was higher for younger rural laborers,the probability of stable transfer-out might not necessarily increase. The main reason for stable transfer-out of land was the stable growth of non-agriculture income in the long term. To develop the market of rural land circulation, the policies should be made not only to increase the non-agricultural employment opportunities for rural laborers, but also to enhance the long-term stability of non-agricultural income through various ways.
