摘要:
精准扶贫是国家通过转移国家财政和资源，精准定位贫困村、贫困户，实行精准帮扶和精准管理的重要工程，也是实现政府公共目标的过程。开展精准扶贫、实现精准脱贫的工作主要由村民自治组织通过自治管理方式展开，其效果直接影响到精准扶贫工作推进和精准脱贫任务完成。因此，在精准扶贫政策实施过程中提升村民自治能力不仅有助于乡村治理进程推进，更影响着精准扶贫工作的有效性。文章通过对黑龙江省富裕县相关情况的大量调研和访谈，以精准扶贫政策为背景和基础，分析了该政策实施过程中村民自治的重要性以及在提升村民自治能力时存在的困境，进一步探讨了通过提升村民自治能力促进精准扶贫的有效性。通过发展完善乡村治理过程中的基层民主，落实扶贫工作中精准识别、精准帮扶和精准管理等关键环节，促进乡村贫困户精准脱贫。
Abstract:
As a process of realizing the public purpose of governmental administration, precision poverty relief is an important state project which targets precisely the poverty-stressed households and villages in the form of precision aiding and precision management. The practical endeavors are carried out by villagers’ autonomous organization through autonomous management, whose effect has direct influence on the poverty relief and poverty shaking-off efforts. Therefore, upgrading the villagers autonomous governance competence is not only conducive to the rural management but also affects the effectiveness of precision poverty relief effort. Through our field surveys on Fuyu County, Heilongjiang Province, and under the guidance of state precision poverty relief policies, this paper analyzed the importance of villagers’ autonomous administration in implementing this policy and the plight of this upgrading effort. The paper discussed the feasibility of upgrading effort in promoting precision poverty relief effort. Through the development of grass-root democracy in the village administration, the precision identification, precision aiding, precision poverty relief and precision management, poverty-distressed households’ relief can be promoted.
