摘要:
尽管村民自治中"权力获得"的过程试图通过民主选举来进行，但是"权力行使"并没有实现民主决策、民主管理和民主监督，这造成了村民自治选举与治理的脱节。从现有的理论基础、内生资本、倒逼动力、先天条件来看，村民自治吸纳协商民主来解决这一脱节问题具有现实的可行性。
Abstract:
Although the access to power in the villagers’ autonomous governance has been attempted in the democratic elections at village levels, the execution of power has not been conducted in a way of democratic decision, democratic management and democratic supervision, which results in the disruption be-tween villagers autonomous election and self-governance. From the perspectives of current theoretic ba-sis, endogenous capital, reverse force mechanism and inherent performance, the villagers self-govern-ance through adopting the deliberative democracy is feasible.
