摘要:
如何在农村基层双重推进村庄党建和村民自治是当前村庄治理的重要议题。文章从"巷邻坊"党建服务点组织结构变化的过程和运作样态入手探讨村庄党建嵌入村民自治的功能实现机制，以此凸显村庄党建和村民自治重心双下移的价值和意义。研究发现，村组层面的组织创新为村庄党建嵌入村民自治提供了契机和组织基础，其中嵌入性自主为村组党建和村组自治的实践提供了中间渠道和行动空间，而基层党委政府则以体制性吸纳、党建功能的生活化运作和组织行动的双向嵌入为策略将村庄群众组织纳入基层党建体系，继而构建村庄党建嵌入村民自治的功能实现机制。另外，创新、行动和结构化三者构成了村庄党群结构优化和功能整合的现实逻辑。由此，这种嵌入式的功能实现机制可视为当前创新性实现村庄党建和村民自治功能的一种实践主张。
Abstract:
How to promote both village Party construction and village self-government in rural areas is an important issue in current village governance. Its essence is to focus on improving the relationship between the Party and the masses. From the organizational change process and the form of operation of the Party construction service station, this paper focuses on the structural optimization and functional integration and the function realization mechanism of village Party embedded in villager autonomy, in order to highlight the value of the double center gravity down-shifting of village Party construction and villagers autonomy. It is found that the organizational innovation at the village level provides an opportunity and organizational basis for the village Party construction to be embedded in the villagers’ autonomy. The embedded autonomy provides an intermediate channel and the action space for the village Party construction and the village group autonomy practice, and the grassroots Party committee and government set up a feasible operational mechanism integrating the institutional absorption and action of bidirectional embedding as the main line of the village group mass organization into the grassroots Party construction system, and ultimately build a realization mechanism involving the village Party construction with embedded villagers autonomy function. Innovation, action and structure constitute the real logic of village group structure optimization and functional integration. Thus, this embedded functional realization mechanism can be regarded as a new practical proposition for the realization of the function of village Party construction and villager autonomy.
