摘要:
农民组织化是农村公共性的天然载体，农村公共性是农民组织化的持续动力，两者呈现交互性建构状态，影响着农业农村现代化之路。这种交互性建构深嵌于国家—社会关系演进历程，表征为农民组织化和农村公共性建构的专业化。当代中国实践经历了从改革开放前的组织整合型模式向农地"两权"分置时期的服务整合型模式的质变，正在经历向农地"三权"分置时期的价值整合型模式质变。当前，处于多重转型期的农民组织化和农村公共性的交互性建构因脱嵌于农村治理生态而难以满足推进农业农村现代化的需求。未来路径应建立基于公共治理，以组织整合型模式为基础、以服务整合型模式为纽带、以价值整合型模式为导向的三位一体建构模式。
Abstract:
By analyzing the interactive development of peasants’ organization and rural publicity, it is concluded that the interactive development is deeply embedded in the evolution process of state-society relations, and it is characterized by the functional differentiation development of peasants’ organization and development of rural publicity. In the practice of modernization of agriculture and rural areas, it has undergone a qualitative change from the organizational integration development mode in the pre-reform period to the service integration development mode in the period of the separation of the two rights of farmland, and is undergoing a qualitative change on the value integration development model in the period of separation of the three rights of farmland. Currently, peasants’ organization and rural publicity development which are in the multi-transformation process cannot meet the needs of speeding up the modernization of agriculture and rural areas. Based on public governance, the future path should be a trinity development model based on organizational integration development model, linked by service integration development mode and oriented by value integration development mode.
