摘要:
实现乡村振兴战略需要切实改善农村人居环境，而随意丢弃的农药包装废弃物严重影响着生态环境，如何有效促进农药包装废弃物的回收已成为当前乡村环境治理的工作重点。本文使用江苏省农药包装废弃物回收试点地区的数据，通过二元logit模型和多元logit模型，分析了社会规范和经济激励对农户进行农药包装废弃物回收的影响。研究发现，描述性社会规范和命令性社会规范是影响农户回收行为的重要因素；经济激励对农户的回收行为同样具有积极影响。通过边际效应分析发现，相比于描述性社会规范和命令性社会规范，经济激励的作用效果更优。此外，社会规范与经济激励对农户回收行为的影响具有互补效应。本研究认为，在农业绿色化生产中，经济激励是影响农户亲环境行为的关键因素，但社会规范的引导与约束也是必要的，提供激励的同时也要重视社会规范这一非正式制度的影响。另外，可以通过宣传教育等提升农户环境责任感，使亲环境行为内化为个人的行为准则。
Abstract:
The realization of the rural revitalization strategy requires effective improvement of the rural human settlement environment, and the randomly discarded pesticide packaging waste has a serious impact on the ecological environment. How to effectively promote the recycling of pesticide packaging waste has become the focus of current rural environmental governance. Using the data from the pilot area of pesticide packaging waste recycling in Jiangsu Province, through the Binary Logit Model and the Multi-Logit Model, the impact of social norms and economic incentives on farmers’ pesticide packaging waste recycling was analyzed. The study found that descriptive social norms and mandatory social norms are important factors influencing the implementation of pro-environmental behaviors of farmers. Economic incentives have a positive impact on recycling behaviors of farmers. The marginal effect analysis shows that the effect of economic incentives is better than that of descriptive social norms and mandatory social norms. In addition, social norms and economic incentives have complementary effects on the impact of farmers’ recycling behavior, and jointly promote the generation of farmers’ environmental behavior. This study believes that in agricultural green production, economic incentives are the key factor affecting farmers’ environmental behavior, but the guidance and restraint of social norms are also necessary. At the same time as providing incentives, we must also pay attention to the impact of the informal system of social norms. In addition, through propaganda and education, farmers’ environmental responsibility can be enhanced, and pro-environmental behavior can be internalized into a personal code of conduct.
