摘要:
本文以珠三角地区的案例为基础，探讨乡村关系的变迁对集体经济规范化管理的影响。珠三角地区集体经济的发展历程与乡、村两级的关系有着密切联系。在集体经济发展的早期，乡镇政府对集体经济的控制权没有充分利用，致使集体经济的控制权下沉到村社，形成了松散型乡村关系。在此背景下，出于吸引资本落地、壮大集体经济的目的，集体经济管理中的招投标、合同订立和管理等“三资”的管理环节，处于非常宽松、不规范的状态。宽松的管理导致了村社集体的机会主义和对抗国家意志的行为。在区域经济走向转型之路时，乡镇政府试图通过塑造约束型乡村关系，以有效实现区域范围内的发展规划。集体经济管理规范化则是有效的切入口，其中规范化的工作便成为重塑乡村关系、强化乡镇对村社集体经济管理控制的一种方式。
Abstract:
Based on the case study in The Pearl River Delta region, this paper discusses the influence of change of Township Government-village relations onthe standardized management of collective economy. The development of collective economy in The Pearl River Delta region is closely related to the relationship between Township Government-Village relations. In the early stage of the development of collective economy, the township government’s control over the collective economy was not given a full play, and then it sank to the village community, forming a loose rural relationship. In this context, for the purpose of attracting capital to land and expanding the collective economy, the management links of the three types of capital in the collective economic management, such as bidding, contract conclusion and management, are in a very loose and non-standard state. But the loose management leads to opportunism and action against the national will in the process of the collective economic management of the village community. On the road of regional economic transformation, township governments try to shape binding rural relations so as to effectively realize regional development planning. The standardization of collective economic management is an effective entry point, in which standardization becomes a way to reshape rural relations and strengthen the control of township over village collective economic management.
