产业融合作为我国农村生产方式的重要变革形态，对农民就业和增收带来深远影响。其机理在于，产业融合发展促进了农村资本要素投入、人力资本积累、农业技术效率提升和生产组织模式创新，不仅提高了资源要素配置效率和农业劳动生产率，而且通过构建合理的利益分享机制，使农民在参与产业链建设中提高了创富能力、实现了收入增长。从农村产业融合发展实践看，反向定制带动了农业产业化模式创新，产业链耦合促进了技术加速扩散，混合经营推动了农村集体经济组织的激活再造，这些新变量和新变化从不同方面、以不同的形式对农民增收致富带来影响。然而，目前我国农村产业融合的整体层次和水平还不高，对农民富裕的促进作用发挥还不够充分，主要原因是生产要素跨界配置面临制度性障碍、农村市场存在功能性缺陷、政府有效激励和规制缺位以及基础服务体系不健全。应加快突破制度障碍、健全市场功能、强化利益分配、夯实基础支撑，促进农村产业深度融合，强化兴农富民带动效应。
Abstract:
As an important reform form of China’s rural production mode, industrial integration has a far-reaching impact on farmers’ employment and income increase. The mechanism is that the industrial integration development promotes the investment of rural capital factors and the accumulation of human capital, the improvement of agricultural technical efficiency and the innovation of production organization mode, upgrades the allocation efficiency of resource factors and agricultural labor productivity, and enables farmers to enhance their wealth creation ability and realize their income growth in participating in the construction of industrial chain through the construction of reasonable benefit sharing mechanism. From the perspective of the practice of rural industrial integration development, reverse customization drives the innovation of agricultural industrialization mode, industrial chain coupling boosts the accelerated diffusion of technology, and mixed operations pushes forward the activation and reconstruction of rural collective economic organizations. These new variables and changes have an impact on increasing farmers’ income and getting rich in different forms from different aspects. However, the overall level and level of China’s rural industrial integration are not high, and the role of promoting farmers’ prosperity is not enough. The main reasons are that the cross-border allocation of production factors faces institutional obstacles, the functional defects of the rural market, the absence of effective government incentives and regulations and the imperfect basic service system. We should accelerate the breakthrough of institutional barriers, strengthen market functions and interest distribution, consolidate basic support and the in-depth integration of rural industries, and bring to a higher level the driving effect of revitalizing agriculture and enriching the people.
