摘要:
基层社会治理共同体建设是应对社会结构转型的重要治理制度创新。分析党组织领导基层社会治理共同体建设的内在逻辑,是深刻把握新时代中国特色社会主义社会治理的基点。本文从永联村社区治理共同体的构建历程出发,以组织场域的结构化再生产为分析视角,凝练出党组织引领社区治理共同体的作用机制,即政治引领机制、组织驱动机制和制度嵌入机制。此三大机制为社区治理共同体的建设打造了组织认同基础、组织运行动力基础以及组织制度基础。同时,拥有政治权威、经济资源支持的党组织主导了多元主体互动组织场域的结构化过程,并以其自身的政治化逻辑统合多元主体的行动逻辑,使得各主体能够在共同目标的引导下形成对新制度规范的"文化—认知",进而推动了基层社会治理制度的演化与发展。
Abstract:
The construction of grassroots social governance community is an important governance system innovation to deal with the transformation of social structure. Accurately grasping and analyzing the internal logic mechanism of the Party organization leading the construction of grassroots social governance community is the basis for a profound understanding of socialist social governance with Chinese characteristics in the new era. Taking the formation of the governance community of Yonglian Village as an example, this paper takes the structural reproduction of the organizational field as an analytical perspective, and generalizes the mechanism of the grass-roots Party organization leading the community governance community. These mechanisms are political leading mechanism, organizational driving mechanism and institutional embedded mechanism. Under these three mechanisms, the basis of organizational identity, the basis of organizational operation power, and the basis of organizational system for the construction of community-level community governance community have been created. At the same time, this paper points out that grass-roots Party organizations with political authority and economic resources support the structuring process of the organizational field where multiple subjects interact, and integrate the action logic of each subject with its own politicized logic, so that each subject can be formed under theguidance of the common goal and the "culture-cognition" of the new institutional norms, which in turn promotes the evolution and development of the grass-roots social governance system.
