摘要:
与以往所研究的"经营村庄"不同,"新经营村庄"以项目治理为导向,运用"经营"的行为逻辑。在乡村振兴背景下,中央逐步加强"公共财政覆盖农村"的政策进程是项目进村的制度背景,中央财政的专项资金运作构成"新经营村庄"的体制性内涵。通过对村级组织经营行为的考察,从项目开源、优化配置、资源援引、产业提升的经营路径剖析"新经营村庄"的"新"经营和实践样态。研究发现,"新经营村庄"是一种以项目为要素并耦合村庄公共利益的经营行为。村级组织通过引入项目资源并以村庄公共利益诉求为导向的"项目－治理"的治理逻辑,能够再生产出村庄治理效能、产业发展、公共利益,从而实现村级治理组织化、产业发展持续化、公共利益取向化。
Abstract:
Different from the "villages management" studied in the past, the "new village management" is guided by project governance and uses the behavioral logic of "management". Under the background of "rural revitalization", the central government’s gradually strengthening policy process of "covering rural areas with public finance" is the institutional background for projects to enter villages, and the operation of special funds from the central government constitutes the "institutional connotation" of "new village management". Through the investigation of the operation behavior of village-level organizations, the "new"operation and practice mode of "new village management"is analyzed from the operation path of project open source, optimized allocation, resource introduction, and industrial improvement. The study finds that "new village management" is a management behavior that takes the project as the element and couples the public interests of the village. Village-level organizations can reproduce village governance efficiency, industrial development, and public interests through the introduction of project resources and the governance logic of "project-governance" guided by the demands of the village’s public interests, thereby realizing village-level governance organization and sustainable industrial development, and public interest orientation.
