摘要:
党的二十届三中全会强调完善城乡融合发展体制机制,明确了城乡融合发展在农业农村现代化发展中的核心地位,建设数字乡村是实现农业农村现代化发展的重要路径。本文基于农业、农村、农民三维视角构建理论分析框架,系统阐释数字乡村建设如何通过促进产业融合、完善乡村基础设施和公共服务、促进农民共同富裕推动城乡融合发展,并揭示其现实基础、现实问题及实现路径。当前,我国在数字乡村建设推动城乡融合发展方面已具备一定的现实基础,主要表现在稳步提升的数字乡村建设水平、不断涌现的数字乡村经济新业态、有序高效的城乡要素流动新格局、愈加完善的城乡基础设施与公共服务体系,但也面临城乡数字基础设施建设差距较大、城乡要素协同作用尚未发挥、数字技能和专业人才缺失、数据安全与隐私保护薄弱等现实问题。对此,应加大乡村数字基础设施建设力度,弥合城乡"数字鸿沟";强化数字经济与乡村资本融合,促进城乡要素协同发展;推进数字技能重塑与人才反哺,创新城乡人才引育模式;推动乡村数字化治理水平提升,夯实城乡融合治理基础。
Abstract:
The Third Plenary Session of the 20th Central Committee of the Communist Party of China underscored the imperative to refine institutional mechanisms for urban-rural integration, explicitly identifying it as a cornerstone of agricultural and rural modernization. Furthermore, the construction of digital villages was highlighted as a pivotal pathway to advance this modernization. This paper systematically examines how digital village development facilitates urban-rural integration through three key dimensions—agriculture, rural revitalization, and farmer prosperity—by fostering industrial convergence, enhancing infrastructure and public services, and promoting shared prosperity among farmers. The study elucidates the practical foundations, identifies existing challenges, and proposes actionable pathways for implementation. Currently, China has established a preliminary practical foundation for advancing urban-rural integration through digital village construction, evidenced by the steady progress in digital rural development, the emergence of a dynamic digital rural economy, the increasingly efficient flow of urban and rural production factors, and the gradual improvement in infrastructure and public service systems. However, significant challenges persist, including disparities in digital infrastructure between urban and rural areas, insufficient synergies in factor mobility, a shortage of digital skills and professionals, and inadequate safeguards for data security and privacy protection. To address these issues, this paper proposes the following policy recommendations: Accelerate the development of rural digital infrastructure to narrow the urban-rural "digital divide"; Strengthen the integration of the digital economy with rural capital to enhance factor synergy between urban and rural areas; Promote digital skill training and talent cultivation while innovating urban-rural talent attraction mechanisms; Improve rural digital governance capabilities to consolidate the institutional foundation for urban-rural integrated development.
