摘要:
在对已有研究成果批判性借鉴的基础上，通过深入的实地调研，文章对村干部角色提炼出一个新的分析范式——“精致的利己主义者”，它不仅是对当下村干部角色更为客观、具体的表述，而且还可更精准地分析多数村干部的心理动机和行为选择。他们大多工于心计、处事圆滑，善于在政府和农民面前不断变换脸谱，更善于利用职务之便和体制漏洞实现自身的利益。由于角色尴尬和素质所限，村干部难以有效地施展拳脚；工作叫苦叫累，但又希望能够连任；有“聪明”的头脑，却又实施“无为之治”。个中缘由，乃在于其“精致”的面具背后，隐含着“利己”的目的。这种现象的长期存在，是乡村社会走向“善治”过程中亟需破解的难题。
