合作社的建立和发展是嵌入在农村社会的关系网络当中的,在能人治理合作社的过程中,由于缺乏与正式治理相契合的社会环境,关系治理成为了合作社治理的重要机制。能人社长依赖乡土社会中的关系交往法则,利用熟人社会的信任惯习,强调互惠,打造社长个人声誉和合作社声誉,注重与社员沟通和协调等关系性规则进行组织治理,但也存在关系权威取代理性权威,利益分配的差序化,监督作用的削弱以及能人难以获得社会性激励等失范问题。能人的关系状态和关系行为对合作社的关系治理结构和治理过程有着重要影响,如何引导和规范能人领办型合作社的内部治理机制,真正形成高水平的合作,互惠互利,是值得今后深入探讨的问题。
Abstract:
The establishment and development of specialized farmers’ cooperatives are embedded in the rural network of social relations. In the process of capable persons governing cooperatives, due to the lack of the social environment which formal governance requires, relational governance becomes an important mechanism of cooperative governance. Capable persons rely on relations law in rural society, exploit the trust habitus of rural acquaintances society, emphasize the mutual benefit and create personal reputation and cooperative reputation, pay attention to communicating and coordinating with members. But some anomie problems appear at the same time, such as relations authority instead of rational authority, profit distribution of difference, weakening of supervision role, and difficulty to obtain selective incentives for capable persons. Capable persons’ relationship status and behavior influence the relational governance structure and governance process. How to guide and standardize the internal governance mechanism of cooperatives established by capable persons, and thus form a high level of cooperation, mutual reciprocity and mutual benefit, is worthy of in-depth discussion in the future.
