摘要:
由于农业产业结构升级跟不上城乡消费结构升级的步伐，农业经济可持续性发展的根基面临严重侵蚀，农产品价格和农业产业组织缺乏竞争力的问题日趋突出，农业在生态和社会上不可持续的问题迅速加剧，以及农业创新要素进入和创新能力成长的难度较大，推进农业供给侧结构性改革的重要性和紧迫性迅速凸显。推进农业供给侧结构性改革需要走出把农业结构调整简单等同于农业供给侧结构性改革，以政府工作部署裁剪农业供给侧结构性改革，轻视体制机制改革和创新驱动，农业供给侧结构性改革必须速战速决等误区。科学选择推进农业供给侧结构性改革的着力点，即促进农产品价格形成机制和农业补贴政策的转型；推进农业生产性服务市场化、产业化、社会化和规模化、专业化、品牌化发展；培育分工协作、优势互补、链接高效的现代农业经营体系；引导涉农平台经济有序发展并发挥对农业发展方式转变的领航作用；全面深化涉农产权和要素市场改革；推进农村一二三产业融合发展。
Abstract:
As agricultural structural elevation cannot keep pace with the rural-urban consumption structure elevation, the foundation of sustainable development of agricultural economy is being seriously eroded, the problems of the lack of competitiveness in agri-products price and agri-business organization are getting worse, the unsustainable development of agriculture at the level of ecology and society is becoming obvious, and the agricultural innovative elements entry and innovative ability growth are becoming more and more difficult-hence the ever-increasing urgency and significance of agricultural supply-side structural reform promotion. Such a promotion must be preceded by correcting the misconceptions such as equaling the simple readjustment of agriculture structure with agricultural supply-side reform, discounting agricultural supply-side structural reform with government workload assignment, ignoring the system mechanism reform and innovation motivation, and calling for a speed victory of agricultural supply-side structural reform. Then efforts should be made to choose a starting-point of pushing the agricultural supply-side reform:propelling the formation of agri-products price mechanism and the transformation of agricultural subsidy policy, pushing the marketnization, industrialization, socialization, size-formation, specialization and brand-building of agricultural production service, cultivating a modern agri-business management system with specialization on the basis of collaboration, mutual advantage complement and high-efficient linking, and guiding the systematic development of agri-platform to play a leading role in the agricultural development pattern reform, and still more efforts should be made to deepen the reform of agriculture-concerned right and key ingredient market, and promote the integrated development of the first, second and third industries of rural areas.
