摘要:
加快农业农村现代化是对我国"三农"工作的统筹推进，更是确保乡村全面振兴的关键与保障。对于农业农村现代化的认识，不同阶段存在着较为明显的演进特征。农业农村现代化是农业现代化与农村现代化的有机耦合，农业现代化是农村现代化的基础，农村现代化是农业现代化的依托。目前，推动农业农村现代化发展仍然面临诸多问题与挑战，如农业农村基础设施建设相对滞后、生态与资源环境面临双重压力、生产成本攀升与供需结构失衡并存、农村产业深度融合发展亟需增强、城乡居民收入仍然存在较大差距、新型农业经营主体发展质量有待提高等。为破解以上现实制约因素，进一步推进农业农村现代化发展，实现农业强、农村美、农民富的发展目标，应做到优先支农扶农，完善基础设施建设；立足县域载体，推动产业深度融合；保障粮食安全，促进农业提质增效；注重生态保护，加强乡风文明建设；强化人才支撑，促进新型农业经营主体高质量发展。
Abstract:
Accelerating agricultural and rural modernization is the overall advancement of the work on agriculture, rural areas and farmers in China, and it is the key to ensure the comprehensive revitalization of rural areas. For the understanding of agricultural and rural modernization, there are obvious characteristics of evolution in different stages. Agricultural and rural modernization is the organic coupling of agricultural modernization and rural modernization. Agricultural modernization is the foundation of rural modernization, and rural modernization is the support of agricultural modernization. At present, the promotion of agricultural and rural modernization is still facing many challenges, such as the relatively lagging of agricultural and rural infrastructure construction, the dual pressure on ecology and resources environment, the coexistence of rising production costs and the imbalance of supply and demand structure, the deep integration and development of rural industries urgently need to be enhanced, the big gap in the income between urban and rural residents, and the quality of the development of new agricultural business entities needs to be improved. In order to break the above practical constraints, further promote the modernization of agricultural and rural development, and achieve the development goals of great agriculture, beautiful rural areas, and rich farmers. We should give priority to support agriculture and improve infrastructure construction in rural area; based on county carriers and promote deep integration of industries; ensure food security and promote the improvement of agricultural quality and efficiency; focus on ecological protection and strengthen the construction of rural customs and civilization; strengthen the support of talents and promote the high-quality development of new agricultural business entities.
