摘要:

笔谈探究了共同富裕的内涵和基本标准,并从乡村产业振兴、收入分配、低收入人口帮扶、盘活农村共享资产等方面,就实现共同富裕的路径和政策提出了看法和建议。结合中国国情和国际标准,共同富裕应包含"富裕"和"共享"两层含义。共同富裕不仅是缩小贫富差距,而且是让更多人达到富裕起点或跨越富裕门槛,增大中等收入群体规模,推动更多低收入人群迈入中等收入行列。乡村产业振兴是做大做好"乡村蛋糕",加快构建新发展格局、促进农村共同富裕的重要途径。收入分配制度改革是共同富裕的重要抓手,推动共同富裕初次分配是基础和关键,二次、三次分配也不容忽略,要努力形成中间大、两头小的橄榄型分配结构。应托、推、引三力并举,创新和形成常态化、长效化的低收入人口生计改善帮扶机制和政策体系。资产不平等相比收入不平等带来的危害更严重,可以通过开放村庄、做大县城、鼓励外部企业家进入农村三种方式,盘活三种共享型资产来促进农民走向共同富裕。

Abstract:

The scholars explored the connotation and basic standards of common prosperity, and put forward opinions and suggestions on the paths and policies for realizing common prosperityfrom the aspects of rural industry revitalization, income distribution, assistance to low-income population, and revitalizing rural shared assets. According to China’s national conditions and international standards, common prosperity should contain two meanings of "prosperity" and "sharing". Common prosperity is not only about narrowing the gap between the rich and the poor, but also about enabling more people to reach or cross the threshold of becoming rich, increasing the size of the middle-income group and bringing more low-income people into the middle-income group. The revitalization of rural industries is an important way to make the "cake of rural development" bigger, accelerate the construction of a new development pattern, and promote the common prosperity in rural areas. The reform of the income distribution system is an important starting point for common prosperity. Promoting the primary distribution of common prosperity is the foundation and the key, and the secondary and tertiary distribution should not be ignored. We should strive to form an olive distribution structure with a large middle and small two ends. Efforts should be made to encourage and promote the development of new mechanisms and policy systems to improve the livelihood of low-income people on a regular and long-term basis. Asset inequality brings more serious harm than income inequality. There should and can be three ways to revitalize the three shared assets to promote farmers to common prosperity.
