摘要:
完善土地流转机制,发展适度规模经营,培育新型农业经营主体是农业供给侧结构性改革的重要路径。传统农区具有土地流转的必要性和迫切性,但政策性土地流转难以实现地方政府的乐观预期和改革的目标。论文提出了传统农区政策性土地流转与农业供给侧改革悖论的假设,依托河南省等传统农区的调研,实证分析了政策性土地流转的可接受性、响应性、可持续性,结果显示政策性土地流转可接受性差,损害部分农户利益;经营方响应行为不稳定,造成资金资源的极大浪费;流转纠纷处理能力有限及普遍存在的寻租效应导致政策执行的不可持续性。应及时纠偏,发挥市场机制的作用,合理确定政府介入土地流转的边界,着力建立土地流转纠纷解决机制。在传统农区土地流转市场尚未充分形成时,以服务的规模化、组织的规模化弥补土地规模经营不足。
Abstract:
It is an important way of agricultural supply-side reform to perfect the land transfer mechanism, develop the appropriate scale operation and cultivate the new agricultural management entities.It is of great necessity and urgency for the traditional agricultural areas to promote land transfer, but it is diffi-cult for policy-oriented land transfer to realize the optimistic expectations of local governments and the goals of agricultural supply-side structural reform.This paper put forward the paradox hypothesis of pol-icy-oriented land transfer and the agricultural supply side structural reform.Based on our survey in Henan Province, this paper attempted to test the acceptability, responsiveness and sustainability of pol-icy-oriented land transfer empirically in the traditional agricultural areas.Conclusions were as follows:the policy-oriented land transfer was less acceptable because of the damage to the interests of some farmers; the operators’ response and action were unstable and reversal, which resulted in a huge waste of funds and resources; the dispute handling capacity of policy-oriented land transfer was limited and the rent-seeking effect was ubiquitous, leading to unsustainable policy enforcement.The policy-orien-ted land transfer should be correctly rectified in the traditional agricultural areas; the role of the market mechanism should be played under the view of the agricultural supply side structural reform, the bound-ary of the government’s involvement in the land transfer should be also reasonably determined, and the land transfer dispute resolution mechanism should be established.The scale of services and organization should be developed to make up for the deficiencies of land management scale during the period before the land transfer market has not yet fully formed.
