摘要:
以现代互联网、通信技术为依托的技术治理方式向农村基层社会的引入推动了村庄治理体制改革，重塑了村级治理。作为一种技术治理体制，网格化管理和政府服务热线促使村委会组织深度嵌套在政府官僚科层体系，村级治理逻辑发生从自治向行政转变，村民自治被消解。虽然技术治理体制有利于强化国家对基层权力的监控能力，促使村干部的治理行为沿着以国家法律、行政法规为基础的规范化方向发展，防止基层权力损害村民利益事件的发生，起到了规范村级治理的效果，但其同时也带来了政府责任无限化以及基层治理能力弱化的治理困境。在农村社会仍需要依靠村民自治方式进行治理的情况下，须对现代技术治理体制向农村的推广和运用有所警惕，防止出现村民自治体系的瓦解。
Abstract:
The introduction of technology governance based on modern Internet and communication technology to rural grass-roots society promotes the reform of village governance system and reshapes village governance. As a technology governance system, grid management and government service hotline make village committee organization deeply embedded in the bureaucratic hierarchy of government. The logic of village governance has changed from autonomy to administration, and villager autonomy has been dispelled. Although the technical governance system is conducive to strengthening the state monitoring ability for the grass-roots power, promoting the governance behavior of village cadres following the national laws and administrative regulations, preventing the incidents occurrence of grass-roots power damaging the villagers’ interests, which has the effect of standardizing the village governance, but it also brings the governance dilemma of infinite government responsibility and weakening grass-roots governance capacity. In the case that rural society still needs to rely on villager autonomy, we should be vigilant on the promotion and application of modern technology governance system joining into the rural society, so as to prevent the collapse of the villager autonomy system.
