摘要:
学术界从不同的角度理解脱贫攻坚与乡村振兴衔接的内涵，形成了丰富的成果。然而既有研究呈现出较为鲜明的经验取向和政策取向，缺乏从中国乡村改革发展的历史长时段视角对脱贫攻坚与乡村振兴两大战略及其衔接命题的学理分析，遂导致相关讨论往往停留在现象层面，而忽视了其背后的知识逻辑。必须承认，脱贫攻坚对于中国特色社会主义现代化强国建设道路具有多层面重大意义，既是全面建成小康社会背景下的"补短板"工程，更是以"攻坚体制"推动理论和实践创新，创造性地解决自税费改革以来中国乡村治理体系建设诸多难点问题的系统性实践，为下一个三十年的农业农村改革发展和国家乡村治理体系现代化积累宝贵经验。鉴于此，脱贫攻坚与乡村振兴衔接的现实路径，就不仅包括现实目标和政策层面的衔接，更为根本的是要着力推进理念方法和治理体系的衔接。
Abstract:
Intellectuals have understood the connotation of the connection between poverty eradication and rural revitalization from different angles, and have made rich achievements. However, the existing research shows a relatively clear experience orientation and policy orientation, but lacks a theoretical analysis of the two strategies of poverty alleviation and rural revitalization and their linking proposition from the historical long-term perspective of China’s rural reform and development, which leads to the relevant discussions often staying at the phenomenon level and ignoring the knowledge logic behind them. It must be admitted that poverty alleviation is of multi-level significance to the road of building a modern and powerful socialist country with Chinese characteristics. It is not only the "extending short-plate" project under the background of building a well-off society in an all-round way, but also the systematic practice of promoting theoretical and practical innovation with "the system of tackling tough problems" and creatively solving many difficult problems in the construction of China’s rural governance system since the tax and fee reform. It has accumulated valuable experience for the reform and development of agriculture and rural areas and the modernization of the country’s rural governance system in the next 30 years. In view of this, the realistic path of linking poverty alleviation and rural revitalization includes not only the link between realistic goals and policies, but also the link between concepts, methods and governance systems.
