摘要:
三治结合"已经成为国家权威认可和基层社会日益呼唤的新型乡村治理体系,中国共产党的领导地位以及组织特性使基层党建成为"三治结合"的引领主体。党建引领"三治结合"机制构建的前提是党建与乡村治理结成主辅协作结构,机制构建的内容包括党建在乡村自治、法治和德治"分"领域的引领机制以及"合"领域的统筹调控机制。党建引领"三治结合"的内在张力产生于党建与乡村治理的结构性割裂,党建引领未能正确处理与乡村自治、法治和德治的分合关系。为突破党建引领"三治结合"的内在张力,需强化党建与乡村治理的互构联结,从"分""合"两个层面构筑党建引领"三治结合"的优化路径。党建引领"三治结合"不仅具有充实基层党建执政权威性和合法性基础的制度优势,而且更为反思西方治理范式开启理论自觉,为构建中国特色基层治理理论开拓思路。
Abstract:
The integration of three governance has become a new type of rural governance system which is increasingly called for by the authority of the state and the grass-roots society. The leadership and organizational characteristics of the Communist Party of China make the grass-roots party building the leading subject of "the integration of three governances". The premise of the construction of the mechanism of "the integration of three governances" led by theParty building is that the relationship between the Party construction and the rural governance presents the main and auxiliary cooperative structure. The content of the mechanism construction includes the leading mechanism of the Party building in the field of rural autonomy, the rule of law and the rule of moral as well as the overall control mechanism. The internal tension of "the integration of three governances" led by the Party building results from the structural separation of the Party building and the rural governance. The Party building leading fails to correctly deal with the separation and combination of the rural autonomy, the rule of law and the rule of morality. In order to break through the internal tension of "the integration of three governances" led by Party building, it is necessary to strengthen the mutual construction and connection between Party building and rural governance, and construct the deepening path of "the integration of three governances" led by Party building from two levels of "separation" and "combination". The integration of three governances led by the Party building not only has the institutional advantages of enriching the authority and legitimacy foundation of the grass-roots Party building, but also reflects on the Western governance paradigm to open up theoretical consciousness and open up ideas for the construction of the grass-roots governance theory with Chinese characteristics.
