摘要:
引导和鼓励农户参与环境治理是解决农村环境问题有效的着力点。在劳动力流动的背景下，基于"制度约束"和"主体参与"的视角，探讨外出务工经历、正式制度和非正式制度对农户环境治理支付意愿的影响，并利用湖北省1095户农户的调研数据进行实证检验。研究结果显示：①72.3%的样本农户有支付意愿，表明总体上农户环境治理的支付意愿较高。②外出务工经历、村规民约、政策约束力对农户环境治理支付意愿均有显著的正向影响。③对有外出务工经历的农户而言，村规民约和政策约束力对其环境治理支付意愿均有显著的正向影响，但政策约束力对农户环境治理支付意愿的影响更大；对无外出务工经历的农户而言，村规民约对其环境治理支付意愿有显著的正向影响，而政策约束力的影响不显著。基于上述结论，政府应该为农村劳动力的城乡自由流动提供制度保障，同时应进一步完善农村环境保护及治理等方面的政策法规，并加大执行力度；村集体应该进一步完善村规民约，提高农户的参与度。
Abstract:
With the rapid development of the rural economy, environmental problems have become increasingly prominent, which has negative impacts on the production and life of the people. However, farmers are just the enjoyers and destroyers of the rural environment. However, there is a clear problem of insufficient participation of farmers in rural environmental governance. Guiding and encouraging farmers to participate in environmental governance will be an effective point to solve rural environmental problems. In the context of labor mobility, based on the perspectives of "institutional constraints" and "subject participation", this paper explores the effect of the experience of working migration, the informal system and formal system on farmers’ willingness to pay for environmental governance, and uses the survey data of 1095 households in Hubei Province to conduct empirical tests. The results show that:①72.3% of the sample farmers have the willingness to pay, indicating that the overall willingness to pay for the environmental governance of farmers is higher. ②The experience of working migration, village regulations, and policy binding force have a significant positive impact on farmers’ willingness to pay for environmental governance.③For rural households with migrant work experience, village regulations and policy binding force both have a significant positive impact on their willingness to pay for environmental governance. However, compared with the village regulations, the policy binding force has a greater impact on farmers’ willingness to pay for environmental governance. For farmers who have no experience of working migration, the village regulations have a significant positive impact on their willingness to pay for environmental governance, and the impact of policy binding force is not significant. Based on the above conclusions, this paper argues that the government should provide institutional guarantee for the free movement of rural labor in urban and rural areas. At the same time, it should further improve the policies and regulations on rural environmental protection and governance, and increase enforcement. The village should further improve the village rules and regulations to increase the participation of farmers.
