摘要:
大数据时代运用数字技术为基层治理赋能成为新趋向。文章运用案例分析法,构建"数字赋能-自主治理"解释性分析框架,探究"映山红"数字治理变革取得成功的原因及其可推广之处。研究发现:数字技术从公共话语体系的重塑、双向监督机制的完善、公共资源的统筹协调三个维度赋能,为乡村自主治理提供外源动力;外源动力促进村民参与权、决策权、知情权与评议权的增强,形成内源动力;外源动力与内源动力融合催生互动-信任-互惠的社会资本,形成混合动力;三重动力共同作用破解自主治理的制度供给、可信承诺和相互监督三大难题,形成以制度的有效供给破解集体行动困境,从而实现数字赋能促进乡村自主治理。数字赋能乡村自主治理的关键在于识别主要问题,实现精准赋能;强化主体能力,实现个体赋能;契合地域特色,实现"现代性"与"乡土性"的匹配。
Abstract:
In the era of big data, it is a new trend to use digital technology to endow grass-roots governance with more capacity. By using the methods of case analysis, observation and interview, this paper puts forward an interpretive analytical framework of "digital empowerment-self-governance", and explores the factors for the success of "Azalea" digital governance reform as well as the value of its popularization. It is found that digital technology can provide external impetus for rural self-governance through the reconstruction of public discourse system, the perfection of two-way supervision mechanism and the coordination of public resources The integration of external power and internal power leads to the social capital of interaction-trust-reciprocity, which forms the hybrid power. The triple motive forces work together to solve the three problems of self-governance, and form the effective supply of system to solve the dilemma of collective action so as to realize the digital empowerment and promote the self-governance of rural areas. The key to rural self-governance with digital empowerment is to identify the main problems, realize accurate empowerment, strengthen the main body’s ability, realize individual empowerment, and match the "modernity" and "localism" with the regional characteristics.
