摘要:
城乡融合是国家现代化发展的关键问题,文旅融合被视为实现城乡融合的有效路径。然而,当前文旅产业在资源与创意匹配、产业韧性与人才供给、要素流动与跨界协同等方面仍存在一些亟待解决的问题。广东、浙江两省多个地区的实践经验表面,艺术乡建、主客共享、自主振兴三种文旅融合理念能够切实推动城乡生产生活要素的循环流动。其中,文旅产业发展在国家制度安排和宏观政策引导下,因嵌入个人认知、社会网络和地方文化观念等不同社会要素而呈现差异化的融合模式,并加速社会要素流动,改变了城乡在地理区位、资源禀赋和市场优势等方面的结构嵌入性。文旅融合可以通过嫁接式整合、桥接式互联及扎根式创造这三种路径,打破城乡二元结构,促进城乡要素循环流动与动态对等,进而推动城乡融合发展新格局的建设。
Abstract:
Urban-rural integration stands as a pivotal issue in the modernization drive of a nation, with the integration of culture and tourism emerging as a potent strategy for achieving this objective. However, the current cultural and tourism market grapples with persistent challenges in aligning resources with creativity, ensuring industrial resilience alongside adequate talent supply, and facilitating the seamless flow of elements across sectors. Drawing upon empirical insights from practices in Guangdong and Zhejiang provinces, this study identifies innovative models such as artistic rural construction, shared development by hosts and guests, and autonomous revitalization. These models have been shown to effectively promote the bidirectional circulation of urban and rural production and living elements. The development of the cultural and tourism industry, situated within the framework of national institutional arrangements and macroeconomic policies, becomes embedded in diverse social factors including individual cognition, social networks, and local cultural concepts. This embedding gives rise to differentiated integration patterns that accelerate the flow of social elements and reshape the structural embeddedness of urban and rural areas in terms of geographical location, resource endowment, and market advantages. By leveraging grafting-based integration, bridging-based interconnection, and rooted-based creation, this study proposes three pathways for cultural and tourism integration. These approaches aim to dismantle the urban-rural dual structure, foster the circulation and dynamic equivalence of urban and rural elements, and ultimately advance the construction of a new paradigm for integrated urban-rural development.
