摘要:
随着城镇化的快速发展和城乡体制的持续改革，中国城镇化进入城乡融合发展的新阶段。区别于以农户家庭为单位的接力式进城和弹性城镇化模式，地方政府在农村综合改革实践中探索出基于城乡融合的、以集体为媒介的新型城镇化模式。该模式是指在保持城乡基本制度的前提下，通过镇域空间整合，在镇域范围内重建农村集体经济和乡村社会共同体，在实现农民城镇就业及城市生活的同时，保留乡村聚落形态和社会整体性，成为城乡两宜的全域城镇化模式。该模式推动地方经济结构从村域小循环向城域大循环、发展重心从城市向城乡全域、乡村资源从单维市场化向双重市场化、社会形态从经济联合体向发展共同体的转变，从而实现了城市的高质量发展和乡村振兴的政策协同，推动了城乡共同富裕。
Abstract:
With the rapid development of urbanization and the continuous reform of urban-rural system, China’s urbanization has entered a new stage of integrated development of urban and rural. Different from the "relay to the city" by farming families and flexible urbanization model local governments has exploreda new urbanization model based on urban-rural integration with the collective as the medium in the practice of comprehensive rural reform. That is, under the premise of maintaining the basic system of urban and rural areas, rebuilding peasant collective economy and rural social community within the township area through spatial integration of the township. While attaining the employment and urban life of the peasants, preserving rural settlement form and social wholeness to ensure achieve the whole-area urbanization model that is suitable for both urban and rural. This model promotes local economic structure from the small cycle of village to the large cycle of urban area, development focus from city to urban and rural, rural resources from the single-dimensional marketization to the dual, and social sexuality from the economic federation to the development community. In the meantime, it’s not only realizing the synergy of urban high-quality development and rural revitalization, but also result in the effect of common prosperity between urban and rural.
