摘要:
新型城镇化应以人为核心。文章提出，“人的城镇化”与“物的城镇化”或“土地城镇化”不同，是“以人为本”的城镇化，是将城乡居民的利益居于首要地位的城镇化。人的城镇化涵括的内容十分广泛，最重要的是四个方面，指的是作为城镇化主体——人自身的生产方式、生活方式、文明素质和社会权益所发生的重大变化。以人为本的城镇化过程，就是人们进入到现代文明体系的过程。要真正实现人的城镇化，这四个方面不可偏废，都需要重视。
Abstract:
The new type of urbanization takes people as the core. This paper argues that the ‘people-oriented urbanization’ is different from the ‘property-oriented urbanization’ or the ‘land-centered urbanization’, for it prioritizes the interests of urban and rural residents. The people-oriented urbanization covers a broad scope mainly represented as profound changes in the mode of production, lifestyle, civil manner, and social rights. It means that people involve themselves into modern civilization in all those perspectives. To truly achieve the people-oriented urbanization, the four aspects can’t be neglected and they all merit our attention.
