摘要:
协商民主生发的内生动力来源于村民自治制度遭遇的发展瓶颈和民意表达渠道缺失，因此，协商民主成为村民自治制度民主价值链条中的一个核心要素。各地的协商民主实践与创新是在外部制度供给和农村内部自发创造的合力推动下产生和发展的。在以浙江温岭的"民主恳谈会"、广东云浮的"自然村乡贤理事会"、湖北秭归的"村落自治"、四川成都的"村民议事会"为典型的探索模式中，协商民主良好运行的保障机制，即制度化、规范化、程序化的保障机制，在理论上得到政界和学界的认可。当然，在乡村治理实践中，协商民主虽然在激活乡村末梢治理单元、提高村民参与治理热情，以及优化乡村治理格局等方面取得了瞩目的成效，但是从总体上看，也存在着诸如如何界定基层政府与自治主体行为边界，如何促进协商民主与票决民主有机融合，以及如何进一步提升协商民主技术操作水平等方面的问题。
Abstract:
Consultative democracy is the core element in the value chain of villagers’ self-governance system. The practice and innovation of consultative democracy in various places are produced and developed under the combined force of external system supply and spontaneous creativity within the countryside. Development bottlenecks of the villagers’ self-governance system and the lack of public opinion expression channels become the endogenous driving forces of consultative democracy. The institutionalization, standardization and proceduralization of consultative democracy are the guarantee mechanism for the good operation of consultative democracy. In the practice of rural governance, the consultative democracy has remarkable achievements in activating the terminal rural governance units, increasing villagers’ enthusiasm for participating in governance and optimizing the rural governance pattern, etc.
