摘要:
当前城市基层社会治理面临的困境是自上而下的行政动员能力与自下而上的社会组织动员能力发展不均衡,从而造成政府压力过大、责任过重,不仅行政效果得不到群众认可和理解,还滋生了群众在公共事务中的等靠要思想。通过对南京市社区治理创新的调查发现,官僚系统内通过行政动员的方式,依靠行政命令、体制机制调整、资源投入等手段提供公共服务,满足群众需求,提升社区自治能力的改革能够显效一时,但是没有激起群众的参与热情和社会活力,基层民主和自治的发育空间仍然不足,行政与社会两者不均衡的动员能力没有得到根本改观。在社区治理中,政府应当做到进退有度,当社会、市场失灵时,择机进入,同时,应该避免部门利益对基层自治过多干预,消解自治空间。
Abstract:
The plight of the current urban grass-roots social governance involves the uneven development of administrative mobilization ability and social organization mobilization ability,which makes the government bear the great pressure and responsibility.As a result,the government can not obtain the recognition and understanding of its administrative effect on the one hand,and the dependency of the mass on public affairs is bred on the other.Our survey of Nanjing’s community governance innovation shows that the government makes a lot of efforts to provide public services, meets the needs of the masses and improves the capacity of community autonomy through administrative mobilization, system mechanism readjustment, resources input and others,however,these ways fail to arouse the enthusiasm of the masses and initiatives of the community and expand the growth space of grass-root democratic and autonomous governance space despite their temporary effects. The government should have a self-controlled attitude in community governance,and seize the opportunity to enter when the community and market are out of order, and meanwhile avoid the intervention of the departmental interests in the grass-root autonomous governance and dissolution of the autonomous governance space.
