摘要:
乡村产业兴旺背景下，随着农村各类产业的发展和生产性服务需求的增强，我国发展服务型集体经济的空间越来越大。基于典型案例，本文探讨了服务型集体经济的内涵和组织基础。研究发现，服务型集体经济是村社组织主要利用自身的组织资源，通过为农民和各类市场主体提供生产性服务促进双方合作共赢，并从中分享合作收益的一种新型集体经济。在农村各类产业发展过程中，小农户与各类市场主体的对接普遍面临着交易成本问题、社会嵌入困境和利益分配难题等组织困境。“政社合一”的村社组织在化解这些组织困境中具有独特的组织优势、协调优势和制度优势，从而构成了服务型集体经济发展的组织基础。不同于经营型集体经济主要借助资产经营发展集体经济，服务型集体经济主要依赖于村社组织的组织资源发展集体经济，这既能够壮大集体经济，又可以提升村社组织的服务能力和组织能力。因此，对于绝大多数缺乏经营性资产和经营能力的普通村庄来说，服务型集体经济在集体经济发展方式和发展目标上都有更多的借鉴和启示意义。
Abstract:
With the development of various industries and the increasing demand for productive services in rural areas, there is more and more room for village community organizations to develop the collective economy by leveraging their organizational advantages. Based on typical cases, this article discusses the connotation and organizational basis of the service-oriented collective economy. The study found that the service-oriented collective economy is a new type of collective economy in which village community organizations mainly use their own organizational resources to promote mutual cooperation and win-win cooperation by providing productive services to farmers and various other market entities, and to share the benefits of cooperation from it. In the process of the development of various industries in rural areas, the docking of small farmers and various market entities generally faces organizational difficulties such as transaction cost issues, social embedding difficulties, and benefit distribution difficulties. The village community organizations with the nature of "integration of politics and society" have unique organizational advantages, coordination advantages and institutional advantages in resolving these organizational difficulties, and thus constitute the organizational foundation for the development of service-oriented collective economy. Different from the operating collective economy that mainly relies on asset management to develop the collective economy, the service-oriented collective economy mainly relies on the organizational resources of the village community organization to develop the collective economy, which can not only strengthen the collective economy, but also enhance the service and organization capabilities of the village community organization. Therefore, for the vast majority of ordinary villages that lack operational assets and operational capabilities, the service-oriented collective economy has stronger reference and enlightenment value in innovating development modes and patterns and realizing the goals of the collective economy.
