摘要:
在全球气候变化的背景下,面对中国粮食供应链碳足迹水平仍相对较高的现实情景,开展并加强粮食供应链碳足迹管理,对推动农业可持续发展与实现碳减排目标至关重要。分析发现,在粮食供应链的碳源结构中,家庭粮食消费、食物系统废物处理、食品加工和包装等环节均是主要碳源。系统推进粮食供应链碳足迹管理工作,仍然面临标准规范适用性与数据可获得性、多方利益平衡与协调、投资成本与收益回报等方面诸多困境与难题的挑战。基于对国家农业“双碳”战略的深刻认识,提出建立健全碳足迹核算监测核查标准、构建跨部门的合作机制、优化成本分担和投资回报模式等推进路径策略,旨在推动粮食供应链碳足迹的有效管理,为中国农业的绿色低碳转型发展提供理论参考与实践指导。
Abstract:
In light of global climate change, and considering the high carbon footprint of China’s food supply chain, it is essential to implement and enhance carbon footprint management within this chain to foster sustainable agricultural development and meet carbon reduction goals. The study reveals that the primary carbon sources in the food supply chain are household food consumption, food system waste disposal, and food processing and packaging. However, there are numerous challenges and obstacles in systematically advancing carbon footprint management in the food supply chain, such as the suitability and accessibility of standards and normative systems, the balance and harmony of diverse interests, and the cost-benefit dynamics. Drawing on a deep understanding of the national agricultural "dual carbon" strategy, this paper suggests the establishment of a comprehensive carbon footprint accounting, monitoring, and verification standard system. It also recommends building an inter-departmental cooperation mechanism and optimizing the cost allocation and return on investment framework to facilitate effective carbon footprint management in the food supply chain. These proposals aim to provide theoretical support and practical guidance for China’s transition towards a green and low-carbon agricultural sector.
