摘要:
从粮食供求来看,中国必须依赖国际市场来实现国内粮食安全;从国际视角看,国内外粮食市场紧密相连,如果全球的粮食不安全,中国粮食安全必然会受到严重威胁,故而中国的粮食安全问题必须置于全球视角下。作为崛起的大国,中国必须重塑自给自足的口粮观,利用市场化理念调动粮食主产区及其农民的积极性,以最低成本实现国内粮食安全。与此同时,中国有责任、有能力帮助欠发达国家(地区)提高粮食供给能力,建设持续、稳定、安全的全球农产品供给网络,为全球饥饿提供重要公共物品,坚持负责任大国的全球观。
Abstract:
China had witnessed remarkable progress and rapid development in recent years, as well as the dilemma of deficient food supply. Reshaping the Approach to Food Security has a strategically important significance. This paper holds that, from the perspective of internationality, if China’s food is insecure, there will be world food insecurity too. Conversely, the food security of China will be threatened under the situation of world food insecurity. Therefore, it’s necessary to solve the food security issues from the global view. As a great rising developing country, China has to rebuild the food view of self-sufficiency, arousing the enthusiasm of the farmers in major grain producing areas by market-oriented ideas, and utilizing the minimum cost to achieve domestic food security. In the meantime, with the global view of being a responsibly powerful country, China has responsibility and capability to help less-developed countries to improve their food production and income, as well as to provide public products for reducing global famine.
