文章以合作生产理论为视角,借助X市的典型个案,探讨了农村互助幸福院制度化服务供给机制及其面临的困境。幸福院改变了传统的政府作为农村养老服务唯一供给者的局面,整合了政府、村委、老年人、社会组织等多元主体,初步构建了农村养老服务共建共治共享的治理格局,凸显了老年人由以往的被动服务接受者向积极的服务参与者和贡献者的角色转变。然而,由于以政府为主导的纵向整合机制与以民主协商为基础的横向协调机制的脱嵌和力量失衡,合作生产过程中存在参与主体间"中心-边缘"权力结构固化、多重目标冲突与互信质量低下等问题,限制了协作优势,滋生了协同惰性。据此,需要理顺参与主体间的关系,增强横向协调机制以平衡权力结构;建立以社区协商制度为载体的制度化民主协商机制,达成协调一致的共同目标;创新社会参与机制,实现纵向与横向机制的有效衔接。
Abstract:
This paper probes into the institutionalized service supply mechanism of the happiness courtyard in X City as well as its dilemmas. Happiness courtyard model has changed from the government as the single provider to multi-providers which integrate government, village committee, older people and social organizations. Most importantly, older people are not just negative service accepters any more, but also active participators and providers. Although coproduction can be recognized throughout the whole supply process, the relationship between the vertical integration mechanism led by the government and the horizontal coordination one based on democratic consultation is imbalanced, which results in a stabilized "center-edge" power structure among participants followed by multiple goals conflict and extremely low trust with each other. The collaborative advantage is dulled by the collaborative inertia. For this, three points as follows are necessary to optimizing the operating mechanism of happiness courtyard in the future. First, it is necessary to redefine the relationships among participants and clarify their functional scopes and responsibility boundaries, especially to strengthen the horizontal coordination mechanism to rebalance the power structure. Second, it is urgent to establish an institutionalized democratic consultation mechanism at community level to reach a common goal. Third, to connect the vertical and horizontal mechanism effectively, an innovation social participation mechanism is required.
