摘要:
选派党政干部开展驻村帮扶既是贯彻落实中央精准扶贫政策、全面建成小康社会的有效工作机制,也是国家全面推进乡村振兴、促进农民农村共同富裕的重要工作方式。通过对陕南L村驻村帮扶的案例考察,并将其置于脱贫攻坚战略这一特定的任务情境、制度环境以及乡土场域中进行阐释,可以发现驻村工作队的运行样态兼具并超越了国家治理中常规与动员两种常见的治理机制的运作方式与行动特征,呈现出超常规治理的运作逻辑。研究表明,行政嵌入为超常规治理工作机制的生发提供了制度逻辑、场域逻辑和行动逻辑。这一基于动员社会组织力量和行政科层结构性嵌入方式的发现,不仅为驻村工作队的日常运作提供了一个解释性概念和分析框架,还引发了对中国当前基层社会治理运行机制的重新思忖。
Abstract:
Village assistance is not only an effective working mechanism for implementing the central government’s targeted poverty alleviation policy and building a well-off society in an all-round way, butalso an important working way for the country to comprehensively promote rural revitalization and accelerate agricultural and rural modernization. Through the case study of L Village in South Shaanxiand its explanation in the specific task situation, institutional environment and local field of poverty alleviation strategy, it can be found that the operation mode of the village task force possesses both the operation mode and action characteristics of the two common governance mechanisms of convention and mobilization in national governance and even surpasses them. It presents a kind of "supernormal governance" operation logic. The research shows that from the perspective of generation mechanism,the administrative embeddedness provides an institutional logic, field logic and action logic for the development of unconventional governance mechanism. This discovery, based on the mobilization of social organization forces and the structural embedding mode of administrative departments, not only provides an explanatory conceptual and analytical framework for the daily operation of the village task force, but also leads to rethinking of China’s current grass-roots social governance operation mechanism.
