摘要:
以政府全面主导的城镇化思路与实践是一种外生型城镇化模式,这种模式忽视了市场主体的自主性,造成城镇化效率低下。在我国现代化转型的大背景下,这种发展模式缺乏可持续性。未来新型城镇化的发展中应选择以市场经济为主导的内生型城镇化模式。本文通过城镇化发展模式全面梳理,系统分析了我国内生型道路及其要素,提出正确处理政府与市场间的逻辑关系、强化新型城镇化包容性的发展力度、合理有效分配城市级差地租收益等一系列的内生型城镇化发展策略。
Abstract:
The thoughts and practice of government-dominates urbanization involve a kind of exogenous urbanization pattern which ignores the autonomy of market main body, thus causing the low efficiency of urbanization, and under the background of modernization transformation in China, this pattern lacks sustainability. For the future development of urbanization, a new type of endogenous urbanization pattern dominates by market economy should be chosen. Through comprehensively combing the urbanization development model, and analyzing the endogenous type road and the elements of China, the present paper puts forward a series of endogenous urbanization advancement strategies such as appropriate treatment of the logical relationship between government and market, strengthening the inclusive development of new urbanization, and reasonably and effectively distributing the income differential rent revenue.
