摘要:
农村基层党组织作为党在农村全部工作和战斗力的基础，其凝聚力的强弱直接关系着农村基层治理的质量、党在农村执政资源的多寡以及乡村振兴战略的进度。从理论层面看，在当前资源下乡背景下，农村基层党组织凝聚力似乎应当合乎逻辑地出现增强的趋势，但从事实层面看，农村基层党组织却出现了向心力弱化、忠诚度降低、信赖度下降等凝聚力弱化困境。信息不对称、自身建设滞后、基于差序格局的资源分配逻辑等是造成农村基层党组织凝聚力弱化的深层次原因。为了寻求农村基层党组织凝聚力弱化的解困之道，需要从切实推进新时代乡村关系的重理与重构，着力加强农村基层党组织自身建设，全面优化农村基层治理体系等方面来努力。
Abstract:
Rural grassroots Party organizations are the foundation of the Party’s overall work and combat effectiveness in the countryside. The strength of its cohesiveness is directly related to the quality of rural grassroots governance, the Party’s ruling resources in rural areas, and the progress of rural revitalization strategies. From a theoretical perspective, in the context of current resources going to the countryside, the cohesiveness of rural grassroots Party organizations seems to be logically increasing. However, from the factual level, rural grassroots Party organizations have experienced the plights such as weakening centripetal force, reduced loyalty, and reliability. Information asymmetry, the lag of self-construction, and the resource allocation logic based on the difference pattern are the deep-seated reasons for the weakening of the cohesiveness of rural grassroots Party organizations. In order to seek solutions, we must work hard to effectively promote the re-construction of rural relations in the new era, focus on strengthening the construction of rural grassroots Party organizations, and comprehensively optimize rural grassroots governance systems.
