摘要:
在基层治理现代化与数字中国建设双重战略背景下,探索数字技术激活基层群众自治的有效路径,是破解"自治空转"和推进基层治理数字化转型的关键切口。对此,现有研究多围绕数字技术的工具属性展开分析,较少关注数字技术对基层群众自治空间场域与运行逻辑的深层影响。从公共空间视角出发,本文提出数字技术激活基层群众自治的"话语-信息-生活"三维互构分析框架。以丁村为个案的研究表明:通过构建话语、信息与生活三维互构的数字公共空间,借助共同在场、信息共享与利益联结机制,数字技术将离散的基层社会要素系统整合,进而推动基层群众自治权利保障、行动优化与组织效能的协同提升。在这个过程中,数字技术通过算法治理与信息流动重构基层群众自治运行机制,在维系基层村(社区)情感共同体的基础上,实现技术理性与传统伦理的双重耦合,为基层群众自治运转注入生长活力。
Abstract:
Under the dual strategic background of modernization of grassroots governance and the construction of digital China, exploring the effective path of activating grassroots mass self-governance by digital technology is a key entry point for solving the problem of "self-governance idleness" and promoting the digital transformation of grassroots governance. Existing studies have mostly analyzed the instrumental attributes of digital technology, but less attention has been paid to the deeper impact of digital technology on the spatial field and operational logic of grassroots self-governance. From the perspective of public space, this paper proposes a three-dimensional inter-constructive analytical framework of "discourse-information-life" in which digital technology activates grassroots mass self-governance. Taking Ding Village as a case study, this paper shows that through the construction of a digital public space with three-dimensional interconstruction of discourse, information and life, and with the help of the mechanisms of co-presence, information sharing and interest linkage, digital technology systematically integrates discrete elements of the rural society, and thus achieves synergistic enhancement of grassroots mass self-governance in terms of rights protection, action optimization and organizational effectiveness. In this process, digital technology reconfigures the operation mechanism of grassroots mass self-governance through algorithmic governance and information flow, and realizes the double coupling of technological rationality and traditional ethics on the basis of maintaining the emotional community of the grassroots villages (communities), injecting vitality into the operation of grassroots mass self-governance.
