摘要:
精准扶贫在具体政策执行中出现了悬浮状态，数字化、文本化扶贫造成真正的贫困治理缺失，压力型体制的运行机制使得扶贫对象错位，保障功能扩大导致村庄社会出现"人人争贫困"现象，干部帮扶制度的形式化使得贫困户对基层政府产生抱怨和不信任。精准扶贫执行中的悬浮使得村干部在具体工作中呈现出职业化的特征，进而带来了村干部群体村治动力的弱化；扶贫实践中的利益分配矛盾造成干群关系紧张，使得基层组织处于夹心层状态。精准扶贫试图通过精细化的技术治理以改变之前瞄准脱靶的难题，但在具体执行中却又带来了扶贫困境，使其成为替代基层治理的中心工作，就出现了精准扶贫对治理的吸纳。
Abstract:
Precision poverty alleviation has been suspended in policy implementation, Digitization, text-ori-ented poverty alleviation causes real poverty governance deficiency, The operation mechanism of pres-sure -type system makes the poverty alleviation objects dislocation, The expansion of poverty-alleviation guarantee has led to the phenomenon of "everyone fighting for poverty" in village society,The formali-zation of cadre helping system makes the poor households complain and distrust to the grassroots govern-ment. The suspension of precision poverty alleviation policy makes the village cadres show professional-ism in the concrete work, which leads to the weakening of the village governance power of the cadre group. The conflict of benefit distribution in the practice of poverty alleviation leads to the tension be-tween cadres and the masses, which makes the grass-roots organizations in the sandwich layer state. The Precision poverty alleviation attempts to change the challenge of aiming miss by fine technical gov-ernance, but it brings the poverty alleviation in concrete implementation,which make it been the centre of alternative grassroots governance. Finally,it appears that the government is absorbed by the precision of poverty alleviation.
