摘要:
立足小农经济的家庭经营与农业社会化服务大市场的有机衔接，是中国农业经营的重要问题。土地托管作为一种农业社会化服务模式，发轫之初立足家庭经营需要，旨在通过重塑统分结构来构建农业服务供给侧和需求侧主体的双重组织，进而实现农业服务的规模供给。但具体实践中，托管组织主体私人利益凸显、差异化小农对接成本高、地方规范与国家政策的冲突，均使托管与小农户经营的供需衔接困境重重。在市场和行政力量的联合推动下，土地托管改变农地经营关系，转向与规模土地流转结合，种植大户取代小农散户成为农地经营主体，托管性质由为农民服务异变成为资本和大户服务。
Abstract:
The effective connection between the family business based on the small-scale peasant economy and the big market for agricultural social service has always been an important issue in the field of agricultural management. Land trust as an agricultural social service organization based on family management aims to realize the dual organization of the agricultural service supply side and the demand side by reshaping the unified structure in the agricultural management. But, the private interests of the hosting objects are prominent, the cost of agricultural service matching differential smallholders is high, and there are some conflicts between agricultural policies. All those factors cause the breakdown of the relationship between land trust and family management. As a result, the land trust changes farmland management relationships and turns to combine with the scale of land transfer. Finally, the large planting households have replaced small-scale farmers and become the main body of agricultural land management. The nature of land trust is shifted from serving small producers to single large-scale growers.
