摘要:
小农户如何与现代农业发展有机衔接是党的十九大提出的重要科学问题，其中小农户如何对接大农机是其中一个重要方面。首先建立了一个旨在解释农机在中国成为俱乐部商品的理论模型，随后利用2011-2014年全国农村固定观察点数据研究非农就业对农户农机使用行为的影响。随机效应面板Tobit模型的实证结果表明：无论是外地就业，还是本地非农就业，均对农户的农机直接投资产生负向影响，但增加了农户对农机服务的利用。从总体上来看，非农就业促进了农业机械化水平的提高。采用排除异常值干扰的面板Logit模型，使用解释变量的滞后项回归和考虑内生性的PSM-DID等一系列检验验证了基本结论的稳健性。在土地市场和农村劳动力市场缺失的双重约束下，农机化的发展重点应落脚于提升适合跨区作业的高端农机的供给能力，进一步发展农机服务市场。
Abstract:
How to connect small farmers with the development of modern agriculture is an important scientific issue put forward by the 19th National Congress of the Communist Party of China. This paper first establishes a theoretical model to explain how agricultural machinery has club goods property in China, and then empirically studies the impact of non-agricultural employment on farmers’ use of agricultural machinery by using the National Rural Fixed Observation Point Data from 2011 to 2014. The results show that non-agricultural employment has a negative impact on farmers’ direct investment in agricultural machinery, but increases the use of agricultural machinery services. On the whole, non-agricultural employment promotes the level of agricultural mechanization. Several robustness checks are then applied including panel Logit model and PSM-DID identification.The paper holds the view that under the constraints of the lack of land market and rural labor market, the development of agricultural mechanization should focus on improving the supply capacity of high-end agricultural machinery suitable for inter-regional service and further developing the agricultural machinery service market. The conclusion of this paper has some enlightenment on how to promote agricultural mechanization with Chinese characteristics under the background of rapid urbanization.
